Product for administrative units iMapCity

To meet the market demand, we have decided to expand the range of products in order to fully satisfy needs developing through past few years. Currently we can present and share results of work over projects regulated strictly by Polish legislation which were designed and implemented for public service and government units.

iMapCity is a system dedicated to local government units - municipalities, counties, which objective is to support and facilitate procedures, ie. running thematic registries and databases with its reference to a geographical area (eg. Registry of land and buildings, property register , numbering ordinal property register of monuments).

iMapCity helps with issuing official documents and provides many other functions in order to support constitutional tasks incumbent on local authorities and administration units (eg.: excerpts and sketches from program of spatial development, decisions, building permits, etc.,) iMapCity solution is consistent with European and Polish legal regulations.

System features, functions and benefits.

iMap City offered by GISPartner is a set of tools corresponding to the competence and scope of responsibilities of the bodies of public administration. It supports the processing of individual tasks, allows to shorten the time of their service and improves the quality of services.

iMapCity is a great tool supporting each municipality and county.

It supports the following issues:

Spatial planning

The module is used to support spatial development planning and decision-making in the area made by local administrative and government units.

The module presents the local spatial development plans (in standardized form of vector data and raster), study of trends in urban planning, as well as registry of planning associated with these documents, (motions concerning land register maps excerpts, motions concerning spatial planning documentation changes, etc.) In addition, available tools provide the ability to automatically create excerpts and map extracts from local plans. The module allows to run the full accession process for the preparation of the draft local plan, its enactment, and to feed the database of the new document.

In addition, the module can be extended for functions of public consultations laid out for public inspection project planning documents. In the case of system integration platform ePUAP, it is possible to submit proposals and comments on the draft of local plan for users with accounts on ePUAP.

Property record numbering

The module provides keeping a record of the village, street and address points and verification of address database within the local government.

The module allows the spatial presentation of the register (map). It also allows to edit spatial data, store and view documents relating to the register, automatically generates notifications on the assignment of address and the required statements and reports (eg. For GUS). Module provides a running database, structured according to the diagram EMUIA and export data to GML format. In addition, the module provides additional functionality useful for the work of local government units by building a reference database of address points.

Legal basis - Regulation of the Minister of Administration and Digitization of 9 January 2012. on the records of the village, streets and addresses.

Municipal property

The module allows keeping a registry of real estate properties which are property of the State Treasury. The basic function of the module is to record the current state of the property (land plots, buildings, premises, structures and assets outside the EGiB data), keeping records of trading assets (sale and purchase, free transfer, division and integration of land), keeping the register of perpetual usufruct and permanent board using the function of charging and generating print notifications.

Monuments

The module is designed to keep records of monuments in the area covered by the provincial records of monuments and creating program for their protection.

The protection of monuments is the responsibility of local government and administrative units within the meaning of the Act on Preserving and Protection of Monuments from 23 July, 2003. Range of the Act covers: providing the legal, organizational and financial information allowing permanent preservation of monuments and their management and maintenance; preventing undesirable phenomena: the destruction and misuse of the monuments, their thefts, disappearances, illegal export abroad; control the state of preservation of monuments and destination; taking into account protection tasks in the process of planning, zoning and development of the environment. Records of communal property - a record of the current state of the property of the Commune (including plots of land, buildings and premises), including development and management.

Land and buildings registry

Through automatic data replication, based on the data in the format SWDE module presents the reference data register of land and buildings. Information is presented on the map in clear, graphical form. Maps include location parcels, buildings, etc., along with descriptive data representing the attributes of the objects presented. Data registration which map background are an excellent basis to keep any records and spatial analysis.

Planning and administrative permissions

The module supports the process of issuing administrative decisions by keeping registers of applications and decisions in the field of administration for the building and construction supervision - zoning and land use, location of a public investment, construction motions and notifications, application commencement and completion of construction works. In addition, the module is designed to generate documents based on standardized templates, ie. The building permit, demolition permit, etc. It also provides tools to create basic statements and reports (eg. For GUS).

Planning and Spatial Development (Journal of Laws of 2003, No. 80 item. 717 as amended, ie OJ 2015 pos. 199), the Code of Administrative Procedure (Journal of Laws 1960 No. 30, item. 168, as amended, ie. OJ No. 2013 0 pos. 267).

Nature and wildlife protection

Records of varied forms of nature and wildlife protection - National Parks, Natura 2000 areas, Natural Monuments, reservation areas, etc.)

Records of roads and bridges, solid waste management, Targeted subsidies, Green, Panel Surveyor Shop surveying materials, Crisis Management, POI, the Registry of prices and real estate values, Crisis Management.

Integration of the GIS system with ePUAP and EOD

Integration of GIS system with internal documentation flow guarantees full support for the client as well as the administrative worker during any issue or motion that needs to be handled. It also improves the procedure and makes it more efficient and at the same time less time-consuming.

Process starts with document sent to the administrative unit department by the resident or potential investor via platform ePUAP (with electronic verified signature). Next, the document is registered in administrative system of documentation flow (EOD) and via endorsement is sent directly to the proper department of administrative unit and signed to this official. Case is registered graphically in GIS system. In a dedicated application a proper document issued by the resident or potential investor is prepared – eg. an excerpt from spatial information planning map. The document is re-sent to the resident via ePUAP in a response for the motion.

Product licensing - in Cloud, Standard and Enterprise

  • Dedicated tools implementing and supporting the tasks and obligations on municipalities and counties (registers, documents, analyzes, etc.),
  • Standardized, ready-to-use solution (with possible purchase of a desired set of thematic modules: eg. Real estate plans + + addresses, or plans + monuments etc.),
  • Maintenance solution includes an update to adapt tools to applicable laws and law adjustments,
  • The license does not cover the construction of geographic information systems, work over integrating it with other systems operating in the local government units, dedicated configuration work, dedicated work on processing and compiling the data.

LICENSE CONDITIONS:

  • No configuration and dedicated development work,
  • Intranet license (full functionality),
  • Internet license (selected information and features),
  • Term License - annual fee for hosting,
  • Beneficiaries: Small and medium-sized municipalities and counties, where the goal is to have tools to support the conduct of thematic records databases. It supports issuing decisions and other official documents.

 

iMapCity Standard

A general description of the product or service / Recipients:

  • Dedicated tools implementing and supporting the tasks and obligations on municipalities and counties (registers, documents, analyzes, etc.),
  • Standardized, ready-made solution (possible purchase of a desired set of thematic modules: eg. Real estate plans + + addresses, or plans + monuments etc.),
  • Maintenance solution includes an update to adapt tools to applicable laws,
  • The license does not cover the construction of geographic information systems, integration work with other systems operating in the local government units, dedicated configuration work, dedicated work on processing and compiling the data.

LICENSE CONDITIONS:

  • No configuration and dedicated development work,
  • Intranet license (full functionality),
  • Internet license (selected information and features),
  • Term License - annual fee for maintaining the physical infrastructure solutions for the Customer,
  • Beneficiaries: Small and medium-sized municipalities and counties, where the goal is to have tools to support the conduct of thematic records databases. It supports issuing decisions and other official documents.

 

iMapCity Enterprise

A general description of the product or service / Recipients:

  • The license includes the license conditions of the level iMapCity Standard,
  • It also allows the construction of geographic information systems, integration work with other systems operating in the local government units, dedicated configuration work, dedicated work on processing and compiling the data.

LICENSE CONDITIONS:

  • Intranet license (full functionality),
  • Internet license (publication of most of the functionality, the construction of thematic portals: Portal public investor portal, tourist information website, etc.),
  • The fee for construction and maintenance Time System GIS / SIP physical infrastructure Client,
  • Beneficiaries: Municipalities and Counties, which aim is to build a dedicated, integrated Geographic Information Systems (GIS / SIP).
